This research paper: A 25 page paper discussing the origins of inclusionary housing policy and zoning, and its application in California's largest cities. California cities appear to be taking the affordable housing issue much more seriously now than in the past. Though it would be desirable to have additional housing ready now, the market remains strong enough that developers still seek to create more housing units and new commitment to inclusionary housing is likely to create more affordable housing units in the short-range future than in all of the years the programs have been operational.
