This research paper: A 17 page paper discussing the possible benefits of California's Proposition 82, which if passed will provide access to universal (voluntary) preschool for all 4-year-old children in the state, followed by a cost-benefit analysis of the effects of the initiative. If approved, Proposition 82 will require that the state of California provide universal preschool of at least a half day for 180 days during the year for all of the state's four-year-olds. It is to be funded with an additional state income tax of 1.7 percent on taxable incomes over $400,000 for individuals; $544,457 for heads-of-household and $800,000 for married couples. Superficially the measure appears to be workable and fair, but closer analysis reveals that the measure constitutes a lose-lose scenario for all involved, including the 22,000 additional preschoolers who directly benefit from the program.
