This research paper: A 4 page outline for a presentation discussing the performance of the Federal Emergency Management Agency (FEMA) following Hurricanes Katrina and Rita in the Gulf coast region. The outline focuses on New Orleans because FEMA's single staff member in the area evacuated to the Superdome and was continually informing Washington of the situation there and the evacuees' desperate needs. FEMA was able to send more evacuees to the Superdome but could not send supplies; it totally ignored the Convention Center that began its life as a shelter with no supplies at all.
