The extent to which sworn strength has historically helped to fortify both the impact on and fear of crime is irrefutable; that sworn peace officers have more hands-on experience and are privy to situations/circumstances their unsworn counterparts will never possess speaks to the critical element that serves to instill fear and impact crime. Clearly, the impenetrable faction known as "the sworn" embrace an entirely different perspective of law enforcement that cannot be attributed to or understood by those who are not sworn; the seemingly insignificant aspects of carrying guns, wearing badges and having authority to make arrests reflect the wholly separate status sworn cops have over all other agencies in law enforcement combined and the impact such collective prowess has out on the streets - where it counts the most. However, this brotherhood has evolved into a band of brothers who all too often become one with the criminal through the system breakdown of universal ethics, education, training and competence, all of which has lead to a pervasiveness of deviance in the sworn strength.
