This research paper: 6 pages in length. Schools, as institutions of the state, are therefore instruments of the dominance groups that control the state. For all the current talk about tolerance and multicultural awareness by educators, schools actually reinforce the norms and expectation of the group that controls them, which, in the case of the United States, is the white middle/upper class. In other words, schools are not neutral with respect to their definitions of such terms as "proper behavior" or "academic achievement." The groups that control the schools control these definitions; thus, children in schools are presented with a dilemma: adopt the norms and behaviors of the dominance group in order to "succeed" at school or be classified as failures. This dilemma is the source of the disappointing and disturbing overall performance of children of color in public schools, especially in urban schools. The extent to which Latino students, for example, are educationally paralyzed due to the dominance group impact has been noted more and more by educators who are taking a stand against academic segregation.
