There were time constraints on this work; the paper recommends that the research methods be modified in the future in order to allow more time for respondents' to participate and that public-service agencies simply ask their employees what would make their work lives both easier and more rewarding so that conditions can better be tailored to the needs of employees of individual government agencies.
