This research paper: A 4 page contention that during the Cold War, United States intelligence was often accused of engaging in projecting one’s own outlook and world view upon that of the adversary and assuming that one’s own logic was necessarily the adversary’s as well. Russian intelligence was guilty of this same projection, however.
